Sniper skirmish widget

This widget makes snipers move away from the enemy to their maximum range if they are hurt and are using fight or patrol commands.
Notice that they move away from the nearest enemy. Neutral or enemy flags, vehicles, buildings and such counts.
Currently they only start skirmishing if they are damaged and a have a viable target(infantry) in range. Can easily be changed by setting onlySkirmTargets or/and healthCheck to false.
