CP scaling for flags increasing to ridiculous values

Flags start out with the usual CP output but when the scaling kicks in because you’ve held on to them for a while, the CP shoots up to several thousands. I once had a flag which was outputting 56K CP.

I was testing svn rev 3258.

Yeah, lol.

Reverted the booboo i made in r3247, please test r3259.

Flag behavior is back to normal in svn rev 3260.

I broke it while trying to fix map_command_per_player modoption, which should now also be fixed (but also disables increasing flag returns)
